Why can I only claim a couple of titles and not all?

Some promotions have a download limit and will state to "Pick X of Y Titles." Before claiming a title, you will be asked to confirm that you want to claim the title, and you will only be able to claim if you confirm. Once a title has been unlocked, it may not be exchanged for another.
